Allow Machining Tokens that are made for specific hardware to Allocate that hardware.

This would allow us to have one token that knows how many times it is used and how many pieces of hardware it needs.  And if it gets turned off, or changes the qty of holes drilled the quantity of the hardware allocated would change too.  This would save a lot of additional formula writing and allocation errors.
