Block Attributes locations moving

Hi all, I'm just wondering if anyone else is having an issue with defined attributes within blocks remaining where they're supposed to be when they publish sheet sets (see attached snips).

I've tried ATTSYNC and BATTMAN commands that will fix the issue in the paper space but whenever I publish the text isn't where it's supposed to be.
