Dowel hole placement

Can dowels be place off center of a vertical division?
Can they be placed a fixed value from the reference face?

We use both 3/4" and 1" thick material for partitions (divisions) but our horizontal boring machine bores at a fixed .375 from edge or reference face not to the center of the piece.
