Is it possible to explain PARAMETER 9 better in regards to ROTATION ANGLE?

Essential is this!

I want HORZ to be HORIZONTAL and VERT to be VERTICAL

Can you DIMLINEAR VERT and DIMLINEAR HORZ???

Can this be done / tricked?
