Employee Secure List

At our company, we've never had restricted access to the MV Template, Library Designer, or the Library.
Anyone would be able to go in and modify/add/change the Template or Library if they needed. 
Since taking over our engineering dept., I've come to realize that this might not be the best practice. 
I recently came upon one of our drafters trying to make a change in one of his projects, but was unintentionally doing this at the template level. Luckily, I saw this and steered him towards the project level.
My questions are:
1) How do others set up their dept.? Do you allow limited access to other individuals?
2) In the Employee Secure List, there are several options to assign and employee. Administrator, Officer, Manager, User, and Agent. What are the differences between these? Or do you decide what the difference is by what access you give them?
