Export Project Sharing Violation

We're currently running OEM v20.1.617, lib 46.2 mm.  I regularly export & delete my library dev project from the production server so I can import the latest revisions from the Sandbox.  The last three times I've done this my first Export & Delete attempt throws up an error window re: a Sharing Violation as if the project or drawing were in use. I had been in it about 30 minutes before but I not only closed the project, I loaded the Lib Dev database and was exporting the Sandbox version of the that project for import to Production. 

In each case this occurs I cancel the file deletion dialog but the export process appears to complete. The only item in the Target folder is the SDF. I restart Toolbox to the same database and Data Utilities. The Project's still there. The next attempt works normally. I haven't tried to import this exported project so it may be a defective file for all I know. The project is now gone in the Production dbase and the Sandbox import works normally.

Is anyone else having this problem?  I've never seen it happen before and I've done literally hundreds of these transfers. I assume it's a 0617 issue. We updated just a month ago.
