Formulating in Associative Rotation works in some instances but not others.

I was using a formula in the Associative Rotation on a hardware part.  It was set to show as a number when a piece of hardware required machining but to blank out (using "") when the bracket did not require machining.  For whatever reason, in some instances, this would yield the result I wanted, with the hardware drawing non-associatively when the cell was set to "".  BUT in other instances, on the SAME hardware, it would draw the hardware as associative even though the formula was also "". 

I could not yield consistent results using the same formula on the same hardware.  I have a work-around that I implemented instead, but it seems like it should work consistently across the board so that users like me don't spend time checking and re-checking their hardware to see why it's not working as expected.  I documented my exact issue and testing in the attached pdf.
