Foundation Library Update 24.0520 to 24.0607

I have tried several times to run the Foundation Library Update 24.0520 to 24.0607.  It seems to download OK but when I run it, it gets stuck on Resolving Duplicates.  I let it run for about an hour, then cancel the application.  Is anyone else having this issue?
