Hardware Machining Tokens Disappearing

Good morning!

I've been having a bit of an issue with custom pull machining disappearing out of some hardware files and not others. I'm on build 23.1.627.641 and my coworker who is on a 21. build doesn't have this issue at all (my workstation is the update guinea pig). It's especially apparent when we have multiple types of pulls across different spec groups.

Essentially, one spec group will have the machining tokens in the hardware file and another will not, even though they're the same item in the hardware file. I attached some pictures for clarity:

Is there an order of operations that I'm missing with creating custom pulls that has changed recently (i.e. you have to have your machining created prior to copying hardware files)? I don't see why this would be the case, though, since the project level hardware library should be shared amongst the whole project. Otherwise, there would be cases when I would have to re-establish machining for every individual spec group, which sounds laborious and redundant.

Has anybody else come across this before?
