Has anyone had problems changing a 10mm drill bit from a 5mm drill while the CNC machine is running?

Has anyone had problems changing a 10mm drill bit from a 5mm drill while the CNC machine is running?
I changed the bit length but still the same 1.5mm scratch happened ..
