hastag on nest sheets and cut size

Just recently we had one of our operators bring up an issue where the cut size and finish size on the label doesn't match. We have a pre-mill on our edgebander so these two sizes should always match. If your running 3mm eb on your parts then you cut off 3mm so the part will always stay that finished size.  I haven't noticed this hashtag (#) on the composite drawings before. I'm aware of the asterisks (*) when they are rotated but not the hashtag. What does it mean? Any idea why our doors would not have a matching cut and finished size?
