Help with understanding "Properly Setting Up a Clients Data Base"

I have read through the few discussions regarding the difficulties in accomplishing this task. During the COVID era "Remote" opportunities were abundant and I was taught "Transfer Table" is the procedure used, allowing to successfully set-up a "Data Base" in a minimal amount of steps.

I and I am sure a few other independent drafters/engineers have struggled with gathering information on how to (in the current era), successfully accomplish the task.

Some of us have limited knowledge/understanding of the various ways that a "Data Base" can be set-up. I recently received three files from a manufacturer and had issues with creating their "Data Base".

The first step I took was install a fresh copy of the CCL metric 050.7 and name it the company I will be working for. It is important to, as the document reads:

So! my first question is: why is there the option, if the hardware drawings are mandatory for a successful import?

After completing the additional import of the "Products & Subassemblies" SDF files, I have to make a selection as to which library I want to use, because both the 050.7 and 048.8 are installed.

So! my second question is do I now transfer the 050.7 and check all the options for this library?

After making a change to the "Active Library" and I start a "New Project" the imported SDF files are displayed.

So! my third question is: Do I delete this folder?

After starting the new project the companies Specification groups are available to select from and their own Library does not show up. This is what I have to work with.

When I change back to 050.7 and start a new project their Specification groups disappear, but their library is now present.

Thanks in advance for any insight to a resolution
