How do change the labor rates in the "Cost Based Estimating Report - Shop Quote Optimized Option" - Stimulsoft Design Report

I am running
  1. Toolbox OEM 2025
  2. Build 20.1.616.641
What I have tried
  1. Company Setup --> Factory Variables --> Cost Based Settings --> Labour Rates
  2. Workbook Designer --> F Sheet --> Prompts --> Change labor rate in coloum M Row 1 - 11
  3. Workbook Designer --> F Sheet --> Prompts --> Change labor rate in coloum Ai Row 2 - 25
I've done all these after restarting MV, creating a new project, creating a new room.
I've also tried these steps with "Enable Project Factory Workbook" Checked and Unchecked.
