How Does Scribe carry through the projects from the Design Data

I took apart a product to understand scribe in MV and got very confused.  

Scribe is part of the X Y and Z origins, where if you add it, the editor moves your panel or part over by that much. 
But the size of the part seems to stay the same. Is "scribe" a function in MV where by typing it MV knows what that is, or when you put a name into a prompt field is it literally a name to reference a variable.      

Im trying to understand how this works and how i can apply it to my project. 
Youd want the part to measure its final size not its scribed size in drawings but you need it to be machined with the scribe.   how does MV carry that information through the tables to the cnc side of things without messing up all the drawings? 

How can i add scribe to my parts without the parts showing they are bigger than their final size. 
Are some values hidden? and MV draws it as the user set Height/width/depth and in the backround just keeps track of the extra scribe. 

Or does offsetting from the origin tell MV to add material but not draw it?    
. anybody care to explain it in depth? 

All my solutions end up with MV drawing the extra scribe. ex: add scribe to top .     height= Height+scribe that results in a part that's the right size for what I want to actually cut but not what I want to draw for the installers.
