How to center edge dowels with the CONST token


We recently needed to process some parts out of a 1" material. We are noticing that our edge dowel machining (CONST token) stays at 3/8" from the edge instead of centering at 1/2" on the 1" material.
The HOLES token has a Z parameter that can be adjusted:

but the CONST token does not. How do I adjust the Z for the COST token?
Maybe it's right in front of me, but I don't see it:
