How to Stop Tool Routing Override from Overriding the Dado Tool

We have different tools we use for different materials / applications. I cannot seem to get microvellum to use the proper tools for what we need. 

We have a tool we use for all our dados. That is set in the global variables. Our default cutting tool is our melamine tool. Everything works as expected when running melamine. We have other bits for cutting different types of materials.  I set the tool override for the border and everything works great. But If I have a cutout within a part, I need to overwrite the routing tool. For example, if I have a paper chute grommet in a door face that goes through the door I need to use the same tool as the border for this cutout. But if I overwrite the routing tool per material, all the dados are overridden too. I want to be able to keep the dado tool as the same tool all the time, but change the tool for other routing operations per material. Either my dados use the wrong tool or the routing operations use the wrong tool. I cannot seem to find a way to get the two operations to use the proper tools. Does anyone know how this can be done?
