Layer Issues With 2D_DIM

I'm creating a standard door-drawer base cabinet with locks, but the locks are appearing in layer "2D_DIM" instead of layer "2D_HWR". All other cabinet layers are correct, including the cabinet pulls, but for some reason the locks are created with the wrong layer. How do I change this to where it will always appear in the correct layer from now on?
