Link Distance Between Parts to Material or Tool

I'm sure it must have been asked before but it is it possible to associate the Distance Between Parts with the Material in the same way as Sheet Sizes and Trims are set? Or link it to the Tool Number? As the diameter and offsets dictate this amount.
