OEM Toolbox smart layer manager keeps popping up on screen #1

I would like it to stay on screen #2 but each time it wants me to select a part it moves. Any ideas? Im using a VPN and rdp with the settings set for using 2 of my 3 screens. Wonder if there is a setting in there that might help?
