Pocket Cut Toe Kick even when all options appear to be off ?

We are running the new Toolbox Release: Build 25.1.0213.641.

In our older 50.3 CCL it has been brought to my attention that we have lost the ability to control the option of just polyline cutting the Toe Kick vs Pocketing Toe Kick. For some reason the Toe Kick is now pocketing no matter what we do.

I have shut off the pocketing in the Under Options>Machining as well as the Global under Toe kick machining options.  I went as far as to hard code the Pocket_Toe_Kick in the Carcass Subassembly to off.  It seems like no matter what I do I still get the pocketed toe kick machining.
