Printing 2 Blank Labels Between Cutlist Numbers

We have recently switched our labels to a 4x1 Roll Feed. We want to be able to print the labels ahead of time for the shop, so when they are cutting on the saw, they can easily have the labels ready to put on the parts. However, it would make it easier for them to have the labels separated by CutList numbers (CPOUTName). So we would like to be able to print all the labels while printing 2 blank labels in between the CutList numbers so it is easier for them to find where the CutList starts and ends.

The labels are currently sorted by the CPOUTName, and we would need to have something which tells the labels to print blank labels based on when the CPOUTName changes from the previous row to the current row.

I hope this makes some sense and I'm hoping to get some input on how to accomplish this.
