Random Vertical Drill Selection

Hello,

We have a Biesse Rover CNC and when vertically drilling 5mm diameter holes, the CNC will sometimes use the 5mm_Brad drill bit and other times will use the 5mm_Thru bit. This seems random, but also may have to do with relationship of the orientation of the drill bits on the drilling block with the orientation of the holes being drilled... 

For example: the 5mm_Brad bits in the drilling block are aligned on the Y-axis of the spoil board, and the 5mm_Thru bits are on the X-axis. When drilling 5mm holes that run in along the Y-axis, the 5mm_Brad bits seem to be used whereas on the X-axis the Thru bits seem to be used.

Generally, I am okay with always using the 5mm_Brad bit as 95% of the time we will either not be using the Thru bit, or the CNC operator can select the holes and manually switch to the Thru bit. 

I currently only have a single 5mm (.19685") diameter tool specified within my toolfile which may be causing the CNC to select whichever it wants. 

Has anybody else ever had this problem? And is there a way that I can convince the CNC to use the 5mm_Brad bit for all 5mm diameter holes?
