Report Default Variables

This may apply to other reports as well, but for example the "Cost Based Estimating Report". When the report is opened there is a variable panel on the left side with Markup, Overhead, Tax, etc values as well as other checkboxes to easily modify the report.

Is there  a way to change the default values of these variables?
