Routing Laminated Doors Face Down

We are currently machining our doors on our CNC so that we can also include hinge and handle boring.  We run one side laminate with a balanced backer, the laminate face is down.  We are having the laminate chip out on us most of the time, but not every sheet.

We are also running an older SCM model edge bander that does not have servo controlled pre-mill settings, which adds a human error percentage to operating the machine.  We are currently premilling at a set dimension of 0.2mm, while applying .5mm edgebanding.  We are only "premilling" to get any fuzzies off the edge of the parts after being routed on the CNC.  

What do you do to prevent chipping on the laminate face if you arent necessarily premilling?

Can a material have a setting set in the Materials File that will have that material route deeper into the spoilboard at the machine?  

Any information, tips, tricks or just general constructive criticism is greatly appreciated....
