Tool Overrides

Just a quick question on the difference of a "Border Tool" and a "Routing Tool"

I have a primary cutting tool on our nested router, but on certain materials I would like to pick a different tool. 

I know about the tool overrides, but how can I make sure that it only uses the bit I want for cutting out the part from the sheet, and not override the tokens for a cut out inside the part. 

Like what's the difference between border and routing?
