Trouble Creating Title Blocks With UDPP

Instead of my title block attributes pulling property values from the UDPP, it is asking me to input them manually every time I insert a title block (see attached screenshots). How can I fix this so that it the title blocks are auto-filled based off the property values in UDPP?
