Vertical Drill Pecking Function Issues

I'm trying to use the Pecking Number function for drilling into 3/4" Starboard (polymer/plastic) as a single plunge will create a buildup of material on the bit which eventually scores the surface of the material. I've setup a standalone Processing Station for this material only with my vertical drills setup with Pecking Numbers. The G-Code after processing looks correct, but when running, it continues to plow straight through the material in a single plunge. Is it possible the CNC does not recognize -- or ignores -- the machining code for pecking? Has anyone else had the same issue and been able to resolve it? I'm at the point of manually "pecking" the bores in the nest so my CNC operator doesn't have to stop every few holes and clean the bits.
