Defining two sets of small parts

Is there a way of defining 2 sets of small parts, one that would cut the onion skin and one that would leave the onion skin? 

We want to be able to onion skin larger small parts and then with smaller small parts send them over to the trim routers but we can't seem to find the way. 

Any help is appreciated.
