Foundation Library UCN Function

=UCN(<value1>,value2)
This function is found in the new Foundation library and looks to be a type of IF statement where <value1> is for Imperial users and <value2> is for Metric users, but they don't necessarily have to equal.
Is this true and can anyone explain where this comes from?
