Foundation Library Update Error - *This is not a valid update package*

Hello,

Something strange is happening while attempting to update the foundation library using the utility. We downloaded the correct version as per the instructions on the foundation library downloads page. 

Once we have selected it and begin the update, a message saying "This is not a valid package. Update will not be applied" appears.

Anyone ever experience this? Any solutions to this?
