global variables in library updates

I had the impression that with the foundation library updates,  new global variables would be appended to existing global files.  even ones that had been renamed.  this idea came from this article toward the bottom: 

"No spec group (global or wizard) workbook files will be overwritten. The utility can append new variables as needed and can also insert new rows into existing look-up tables."


i'm on 24.0607 and there were perfect grain variables added that are in the generic global file but don't seem to in our renamed globals.   (which means by 100 perfect grained cabinet are not perfect grained) 

Did  i not understand this correctly?

If new global variables don't get appended to renamed global files updating all the often as the foundation library encourages seems problematic.
