Router Sequence Priority

I am trying to create a double pass routing sequence for nested cabinet parts. The first pass is offset by a small amount to remove most of the material and the second pass will route to the finished dimensions. I created separate Polyline machine tokens for each pass, and in Parameter #4 (Options), I set the router sequence priority to each pass. The second finishing pass is assigned sequence priority 99, which is the lowest priority. I also assigned different tools for each pass.

When process the parts as a nest, the outcome is not what I expected. Sometimes the border route is the first pass and sometimes the border route is the second pass. The router sequence priority in the machine tokens do not appear to be working properly for nested parts. Am I doing something wrong?
