Unable to Rotate Hardware

I am trying to set up machining for closet rods, and am currently having difficulty having my hardware rotate to the orientation I need. I can get it to move where I need it, but when I use the rotations it does not move. I believe it is stuck in the orientation of it's 3D drawing. Does anyone have a solution?
