How to flatten a cone (or a quarter of a cone)?

I'm trying to create a cone to give me the face that I need to extrude to a specific thickness (.75in thick material). I create the cone using the "cone" command. I then slice and delete the cone so that it only leaves me with 1/4 of the cone. That leaves me with a 3d solid. However, that solid does me no good, because I'm left with 1/4 of a CONE and not a 1/4 of a cone FACE. If I explode the object and delete everything except the top face portion, that leaves me with a "surface". From there, I try to extrude that surface, but that only leaves me with a surface and an extruded surface (not a 3d solid). 1) how do I get that surface to become a 3d solid so I can apply material to it? 2) how do I go about flattening that 3d solid to machine? Any and all help will be GREATLY appreciated. Bottom radius is 12.125in. Top radius is 0. Height is 3.5in. And again, I only need 1/4 of the cone, as this will act as a slanted bulkhead in the outside corner of a wall. See attached video file of the steps I'm taking.
