Is it possible to import a .sat file into Toolbox OEM 2023?

When attempting to import the .sat file the Toolbox shows a message "You have selected an unsupported DGN file. Only V7 and V8 DGN files are supported."

Is Toolbox OEM unable to import it because it's not a full version of standalone AutoCAD?
